Hi,
I prefer Times New Roman and I like to have quotation marks that are biased to show what text they refer to. I am not sure I understand the Style Guide as to "make sure you turn off 'smart quotes' so as not to confuse Palm (PDB)" or words to that effect. I want people to be able to read my books obviously, but is Palm format even a thing at this point? Do I need to become satisfied with quotes that look like the ones in this paragraph I am writing here? (as in ' and ")

Hi Mark I have no idea what "biased quotes" are. Sorry.
But, I use "smart quotes" and have had no problems at all uploading to Smashwords Meatgrinder. All you have to do is click search and replace and put " in both boxes. Microsoft Word will automatically replace every "straight quote" with a "smart quote". Repeat the search and replace with '. You end up with smart single and double quotes. Easy. :-)
