Well, I was just goggling this and it seems that it most certainly is a phishing scam. Advise was to check the address that it was sent from and if it's not the address that you dealt with when opening your account then simply delecte. Under no circumstances should you open a link in one of these e mails. Never fill anything out or add your username or password. I guess most people know this. I am just passing this along in case anyone else has received this e mail. I received it twice in the same evening.

Paypal ALWAYS address you by your name, never by Dear Account Holder. It's definately dodgy. Always best to log in to Paypal on their home site, never by following any link. Julie.

I've received that one before. It is a scam. NO financial organization will ever ask you to 'download the attached file', for starters. (Said file is probably a trojan). Also. PayPal, on the whole, has people who 'can has grammar' .
