It depends upon the length of your ebook. The longer the ebook the less sample percentage you really need to give for a reader to get a good feel of your book and your style.
Some of my ebooks are for children and contain a lot of black/white pictures in the appendix for printing out and coloring. In this instance I use a lower percentage sample so reader can still get a sense of my work, but not view the whole book without purchasing.

Personally 50%. The survey seems heavily weighted toward the low end. lol. I don't think you can have too much sample as you want the reader to actually like the book. Most people decide in the first few pages, of course, even if it's a 90% sample.
But I think you have to be careful if you use a lower percentage than the default on a novel. People might think you are trying to hide something and there seems little point. I would never use less than 20% unless it was a very short story or picture book. I use 50% even on normal length shorts. Indeed I put out a lot free, including free first novels in series. It seems to be the only way to move books these days if you are unknown.

I use the default 20% for my paid books. My books are quite long (103,000-150,000 words) & this gives a good sample particularly as I don't fill the front of my book with blurbs etc. But I also offer the first book in each series for free and that's a much better sample for anyone to judge my writing style. I also put up the first chapters of each book on my website well in advance of publishing as a sneak preview.
